英国と他の国々が、国際的な子の奪取への取り組みを行うよう日本の法務大臣に要請

10月22日、駐日英国大使館のデーヴィッド・フィトン公使は、他の11カ国の大使や次席代表と共に、柳田稔法務大臣と面談し、日本に対して、 1980年の「国際的な子の奪取の民事面に関するハーグ条約」を批准し、子の奪取に関する既存の事例の解決に向けた枠組みを構築するよう求めました。今年の9月、英国外務省のジェレミー・ブラウン大臣が当時の千葉景子法務大臣と面談した際、この問題について協議しており、英国による今回の共同の申し入れはこれに続くものです。

柳田法務大臣との面談の後、大使館の代表者達は共同声明を発表し、ハーグ条約を批准するよう日本に呼びかけ、子供と離されている親が子供達との連絡を維持し、面会する権利を確保する対策を確認、実施するよう求めました。声明は、我々の国々と日本が共有する数多くの価値観が、日本で起きている親による子の奪取の全事件について、直ちに解決策を生みだす基盤となるはずであると述べています。共同声明の全文は駐日米国大使館サイトでご覧いただけます。

日本で英国人が関わる子の奪取及び関連する子供の親権及び面会する権利の問題は、 深刻かつ重大な領事問題であり、2003年以降、未解決事件は38件にのぼり、未報告のケースも数多くあると思われます。英国は、国際的な子の奪取に関する事例を処理し、国籍を問わず子供達の最善の利益を守る適切な方法は、ハーグ条約が提供する国際的な枠組みを通して取り組むことであると確信しています。また、条約を批准することで、日本が82カ国の締約国に加わり、ハーグの枠組みの中から、この重要かつ拡大する問題について、その経験と専門知識で貢献することを期待しています。
