Is Japan Safe? Are the Japanese “Uniquely Honest” ? We think not.

This is an ad that is used to entice citizens of the United Kingdom to travel to and spend their time / money in Japan. The most interesting line is “The Japanese are UNIQUELY honest.” Does this mean that no one else is honest but the Japanese? If so are these individuals not considered Japanese? Are those Japanese that are wanted on International Parental Abduction Warrants from both the FBI and Interpol not really Japanese?
